This is Djet (sea eagle) at the country named Ngarri, close to Baniyala. Once they were human beings, and father got selfish and didn’t give him a fish.
Djet (his son) started crying and crying until feathers came. Then the little Djet turned into a bird and flew up.
The father saw him and also flew up into the sky. Today Djet are real birds( like the ones in the picture) catching fish with their beaks.
The design around them is saltwater. At the top you can see small clouds rising from the sea.
